14. Sub Division and Block level horizontal integration of departments:

There are 70 sub-divisions and 136 blocks in the state. All the sub-divisions and block offices are going to be provided with computers under the project of e-mail connectivity. Computerized systems are available at the sub-registrar offices and likely to be available at treasuries also. It is envisaged that major IT projects would be taken up in at least 10 to 15 departments over the next 2 to 3 years, out of which around some will extend to block level administrative units as well. Examples are police, agriculture, education, health, panchayati raj, engineering, welfare, cooperation, veterinary and self-help groups etc.

15. It is necessary to network these institutions horizontally so that we derive optimum synergy from the efforts of various departments. By integrating thus, we add to the citizens convenience as he need not go to several government institutions but can get things done at a single location. Such a step would also add to the efficiency and effectiveness of administration by eliminating duplication of work in several departments. It is proposed to undertake a pilot project at one representative block initially to gauge the technicalities and complexities involved in this proposal. The pilot project, once perfected, can then be extended to all other sub divisions and blocks in a phased manner.

16. Internet & e-mail policy:

Government of Punjab will progressively make available the Internet connectivity in all Government offices.

16.1. E-mail has caught the imagination of one and all and going to be the most effective way of communication from end to end. Realizing the importance of E-mail communication, Government of Punjab has decided to extend this facility to all its employees in Secretariat.

16.2. The Government plans to move to the e-mail and other electronic modes of communications within next 5 years. In the first year 30% communications would be moved to the e-mail.

16.3. A unified and standardized system on e-mail naming conventions & standards has been worked out for the convenience & ease of use.

16.4. The entire secretariat workplace comprising of more than 500 nodes is being brought on to a LAN. Internet facility will be provided to all the users.

16.5. Simultaneously internet facility through dial up is in the process of being extended to all the Heads of Department at Chandigarh. The e-mail facility is also being extended to HoDs through dial up to start with.

16.6. Similarly all the DCs, Heads of different offices in district level will also have internet facility through an IT backbone. This facility will also be available to all the Offices at District level very soon through IT backbone.

16.7. To start with all important offices would be allowed Internet & e-mail connectivity through dialup connections on the existing telephone lines.
