Implementation Strategy: |
Most of the Departments do not have technical expertise and
resources for development of software and implementation of
IT projects. Therefore, the feasibility study, design, development
and implementation of an IT project should normally be outsourced
to an expert agency through an open bidding process. In case
the application is small and Department has the required trained
IT manpower, the implementation can be taken up at the Departmental
level. Ultimately, the concerned Department will be responsible
for implementation of the project.
Security
of the data is of paramount importance for a reliable and
stable administration. The Government of Punjab intends to
develop a security policy by engaging appropriate consultancy
firms for the purpose and implement firewalls around all major
databases. The security consideration would also be one of
the important factors while framing the specifications for
the application software development.

E-Governance Applications & deployment of IT in DC
Offices and other Public Dealing/ Revenue Generating Offices: |
The DC
Offices are still the pivotal units for maintaining and improving
the standards of administration. The computerization of DC
Offices is one of the major components of e-Governance as
this is an institution that has a large citizen interface
and the common man sees the DC Offices as the enduring symbol
of governance.
13.1.
The Government intends to computerize all the 17 DC Offices
by developing common software with the following objectives
:
13.1.1.
Provide a computerized interface to the citizen for all his
needs
13.1.2. Deploy Web Based e-governance applications
13.1.3. Reduce interface with and dependence on Government
employees for all government services
13.1.4. Workflow automation of all standard services
like licensing and permit procedures
13.1.5. Dissemination of Information useful to the
citizens through IT
13.1.6. Monitoring of all developmental activities
A number of programs have been developed in different Districts
over a period of time. Some of them have registered stable
and useful operations over the last 2 years. It is proposed
to integrate all such packages into the proposed comprehensive
system so as to save time and effort.
