Notification
Dated 11.8.98
No.15/58/98-51B/5405 : with a view to encourage
diversification in agriculture and to build up a climate
for industrial investment by providing linkage between
agriculture and industry, the Governor of Punjab is pleased
to provide the following additional incentives to the
defined Agro-Industries, under the Punjab Industrial Incentive
Code under the Industrial policy, 1996 :- |

Definition of Agro-Industries |

" Agro based Industry would mean any activity involved
in cultivation of agricultural/horticultural crops under
controlled conditions i.e. in Green Houses etc. and all
post-harvest operations of such crops from farm to the
market, such as, cleaning, grading, packaging storage,
transportation, marketing. It will also include processing
of agricultural/horticultural/forestry products including
the fruits and vegetables, flowers and aromatic/medicinal
plants/ herbs and their residues available in the State.
It will also include the seed processing industry only
to the extent of fixed assets. Similarly, in-door production
of mushrooms and Bee-keeping will also be covered." |

The
following additional fiscal incentives shall be available
to the Agro based units set up on or after the issue
of this notification, in the State :-
i) Grant of 'A'
Category Incentives. 'A' Category incentives shall be
granted to the Agro-based units set up in SSI Sector
or in Large & Medium Sectors, irrespective of location,
in the eligible areas, except industries figuring in
the negative list mentioned in Para-3.
ii) Exemption from
the payment of Electricity Duty. The New Agro-based
units set up in the State shall be exempted from the
payment of Electricity Duty, for a period of 5 years.
Selective 11 Agro based Industries shall,however, be
exempted from the payment of Electricity Duty for 7
years.
iii) Generator set
subsidy @ 30% of the cost of Captive Generator set,
subject to maximum of Rs. 10.00 lakh, shall be allowed.
However,

generator set subsidy @ 50 percent of the cost of captive
generator set subject to maximum of Rs. 15.00 lakh,
which has already been provided in the Industrial policy,
1996 for 11 selective Agro based Industries, shall remain
in operation.
iv) Subsidy on purchase
of Equipment/Lab. for obtaining Hazard Analysis and
Critical Control (HACCP) and ISO 9000. Subsidy @ of
the purchase value of equipments/ laboratories for obtaining
the Hazard Analysis and Critical Control (HACCP) Certification
and for obtaining ISO 9000, for Agro based Industries,
shall be allowed subject to maximum of Rs. 5.00 lakh.
v) Subsidy on Refrigerated
vehicles. The expenditure incurred on Refrigerated Trucks/vehicles
by the unit shall be considered as eligible Fixed Capital
Investment for computation of subsidy.
vi) Excise Policy
regarding Fruit-based Potable Alcohol.Wines/Liquors/Brandy
etc. made from 100% fruits/ potatoes/grains, produced
in the State, shall be exempted from excise duty.

The list of items not eligible for incentives as Agro-based
Industries are mentioned below:-

Rice, Pulse and Cereal Mills. Decorticating, Expelling,
Crushing, Roasting and Frying of Oil Seeds. Preparing
of Bread, other than by mechanised bakery. Cotton Ginning,
refining and hydrogenation of edible oils, including
manufacture of vanaspati.
The
above negative list will, however, be subject to revision,
from time to time, by a committee comprising of the
following officers:-
