Attracting Foreign Investment


Foreign investors bringing in the latest technology would be highly welcome. Punjab wants to achieve a competitive edge in the international market. Collaborations with Indian entrepreneurs will be facilitated in all possible ways. In addition to the advantages of investing in Punjab already mentioned, the state government is creating an investor-friendly administrative culture. State Government shall endeavour to attract foreign investment and collaboration, specially for bringing the latest technologies to achieve competitive edge in the international market. This would also help the domestic industry in the State to improve their technology and improve upon their export performance. Punjab has the basic facilities for attracting foreign investment, such as adequate and quality power supply, abundance of water, well-knit system, skilled manpower, peaceful and cordial industrial relations and an investor-friendly administrative culture.

Incentives Offered in the Industrial Sector
Under the present liberalised regime, fiscal incentives are no more of prime consideration for deciding on location of industrial projects. Adequately developed infrastructure, investor-friendly policies and a responsive bureaucracy, particularly at the cutting edge, are critical determinants of development. The state government is determined to provide the best possible infrastructure facilities and inputs for rapid development of industry in the thrust areas. Emphasis is on the following:

Infrastructure


Industrial Zones have been developed all over the state but of the Permissible Land-use Zones and Free Enterprise Zones identified by the Town and Country Planning Department only about 16 per cent of the land has been used. Lack of infrastructure facilities in or around these locations is holding up progress. For providing infrastructure, the following steps are being taken:

1. Land

Appropriate infrastructure is being created within the identified Free Enterprise Zones according to a coordinated plan. When the government allocates land to large and medium scale enterprises, it requires these units to implement habitat settlement plans within the industrial estates as part of a strategy for housing industrial labour. These plans are evolved in consultation with representatives of labour and industry. Separate focal points are being developed for small scale industries and large and medium industries.

The focal points for small scale industries are to provide all facilities including telecommunication and common effluent treatment plants. For the large and medium industries, semi-developed areas are being provided in which only external development would be carried out by the government. In implementation of projects, the state’s procedures foster timeliness: incentives are offered for on-schedule completion and dis-incentives discourage delay. The purpose is to maximise utilisation of existing infra-structure. While locating Focal Points emphasis is on provision of attractive infrastucture with the active involvement of industry.

Government may exempt units located in the Focal Points from payment of octroi, so that the units may use the money thus saved to improve infrastructural facilities through industrial associations/clusters of units. Aside from benefiting industry, the Focal Points are intended to serve two other purposes: by locating industries in these Focal Points, the state will reduce congestion along main highways and around class-I towns. Environment of the towns will be improved by relocating polluting industries in the Focal Points. Industrial Estates with state-of-the-art infrastructure are being developed in collaboration with private sector.
