Migration to Canada

In 1992, 1994, 1995, 1996, 1997, 1998 and again in 1999, Canada was ranked number one by the United Nations Human Development Index as the best country in the world to live. Canada’s achievements in terms of the quality of life - its standard of living, national per capita income, life expectancy, quality of education, crime rate, employment and cost of living index - are quite outstanding

What followed all this was the emerging interest in Canada as a haven for immigrants. It has been a very sought after place for immigration especially amongst the Asian population because of its proximity to the United States. From 1995 up till 1998, Canada had admitted approximately 2,15,000 immigrants every year in accordance the existing immigration policy. On a per capita basis this level of immigration ranks amongst the highest in the world.

Overview

The Canadian government grants permanent resident visas to professionals and skilled workers under the Federal Independent category, and under applicable Quebec and Manitoba provincial programs. Ideal applicants will possess employment skills and experience compatible with occupations "open" to prospective immigrants to Canada.

Using a point system, an applicant applying under the skilled worker programs is assessed according to various factors that will indicate whether there is a strong likelihood that the applicant and dependents will successfully establish in Canada. There is no requirement for an applicant to obtain an approved offer of employment from a prospective employer.

Canada also admits immigrants under the Business Class which comprises three sub-categories including Entrepreneur, Investor and Self-Employed. Under the federal family class, current sponsorship programs typically promote the reunion in Canada of Canadian citizens and permanent residents with their close relatives.

Unlike the United States, Canada does not have a quota system based on nationality or occupation. Anyone can immigrate to Canada under the point system in the independent category. The occupation and qualification of a person plays a vital role in the immigration process. The points are scored for age, occupation language (English and French), qualification and the ability to comply with funds requirements.

People from other parts of the world are allowed to immigrate into Canada provided they meet the requirements. Admission to Canada is governed by Canadian Immigration Act and regulations, a complex set of rules which are subject to interpretation by the visa officers, who by laws are the only persons authorised to issue visas to persons who wish to live and/ or work in Canada.
